Senior Manager, Finance

The incumbent will support the Director in the operations of the Finance Department of the Museum and will be required to work on the following areas:

 

KEY RESPONSIBILITIES:

Budgeting and Analysis

  • Manage the budgeting process and forecasts
  • Prepare and/or Review management reports, budgets and variance analysis
  • Drives end-to-end financial, budget and grant management, analysis and reporting
  • Provide financial expertise, advice and analysis to stakeholders on budget, grant and compliance with policies and regulations

Procurement

  • Oversee the procurement function
  • Review and approve procurement requests for purchase order generation
  • Review procurement policy and procedures
  • Drive the reporting of procurement transactions
  • Provide expertise and analysis to stakeholders on procurement matters and compliance with policies and regulations
  • Help drive appropriate procurement culture among stakeholders including preparing and conducting training


Financial Control

  • Monitoring of finance functions on accounts payable, accounts receivable/billing, general ledger, assets, and grants to ensure accurate and timely recording of financial transactions, including ensuring compliance with regulatory and internal controls
  • Prepare and drive financial and management reporting to stakeholders including preparation of materials and secretariat duties for Board and Committees
  • Work with respective departments to manage expenditures and claims in accordance with budget and policies
  • Support respective departments on revenue management including rents, donations and grants
  • Preparation and/or review of policies and procedures
  • Recommend Governance initiatives and process improvements for implementation


Compliance

  • To drive BCP/ERM risk review and provide support to BCP working committee and TTX exercises
  • Supervise team and work with Government ministries/agencies on budgeting, reporting, grant and internal control matters
  • Review grants application and utilization reports submitted to MCCY for grant and Cultural Matching Fund (CMF)
  • Ensure compliance with guidelines, regulations and policies for all grants received / applied
  • Review all tax filing reports to IRAS
  • Review annual submission to Charities Portal
  • Supervise Finance team to work with auditors and drive successful completion of audits and implementation of audit recommendations where applicable, including:
    • External audit on annual financial statements
    • Internal audit on business processes
    • Ministry audits on operating grants and CMF grant
    • Project audits
  • Support management in driving best practices and ensuring compliance with governance, regulations pertaining to charities and internal controls
  • To be pro-active in anticipating internal control issues and provide necessary advice and guidance to management and departments on compliance and internal control matters such as procurement, donations, grants, accounting standards and other governance matters


Treasury

  •  Propose/review and implement treasury options such as fixed deposits
  • Prepare/Review timely cashflow liquidity reports and analysis to support feasibility of projects


Systems Implementation

  • Coordinate and drive IT implementation projects for the Finance team
  • Ensure project timelines and targets are met
  • Work with the Finance team sections to prepare workflows, SOP’s and to help drive change management


Others

  • To maintain good working relationships with Finance Department stakeholders including but not limited to internal departments and ministries
  • To take on any other projects or tasks that may be assigned from time to time

  

REQUIREMENTS:

  • ACCA or Degree in Accountancy
  • At least 10 years of relevant experience. Experience leading a section or team and working in CLGs or IHL’s would be advantageous
  • Experience with systems implementation, policy writing, and SAP would be advantageous
  • Proficient in MSOffice applications, i.e. Words, PowerPoint, Excel
  • Good organizational and analytical skills
  • Good written and verbal communication skills
  • High level of commitment and able to work independently as well as in a team
  • Able to work in high pressure environment
